About us
The Digital City Institute (DCI) helps Ukrainian communities (hromadas) get closer to their residents. We don’t just advise — we go the whole way together with each community. We assess its digital maturity, study what residents actually need, launch city apps with our development partners and train local government staff. Today we work with 35 communities across Ukraine, including frontline areas of Sumy, Mykolaiv and Kharkiv oblasts.
Our mission
We want every community, whatever its size or distance from the front line, to have convenient digital services and a team able to develop them. For us, digitalisation is not about technology — it is about trust between people and their local government.
How we work
We start from facts, not assumptions. First we look at what already works in the community and what residents really lack, and only then do we propose solutions. We work side by side with the local government team, so that services keep running after our part is done.
